2 months ago, there was a Crime Prevention Design competition that took place outside Fareast Plaza. More than 300 entries were accepted and the results are finally out..

The top 3 of winners starting in running orders are:

Crime Prevention Case 6: Vandalism.

On the 29 Nov 2009, Low Kim Beng says this parking signboard at a carpark in 25 and 27 Upper East Coast Road has been subjected to vandalism for about two weeks, yet nothing is done about it.

“It has been vandalised since February and nobody is doing anything about it” said Mr Low.

Another case of vandalism at HDB estate.

Which people vandalized the public property to sell those items to earn money.

Yesterday we caught up with Mr Vejaya,
a witness to one of the many vandalism incident happening around here.

Mr Vejaya, a 40-year old businessman was walking in his estate car park
at around 9 in the evening when he heard a loud hissing sound followed by loud laughter
intrigued, he went to take a closer look.
To his surprise, he saw a group of teenagers spray painting a car

Knowing that he was outnumbered he just shout out “police!”
so that those teenagers would stop and just go away.

Dear fellow neighbors,

I am Mr Loo Talkalot, from Block12, Vic Street. I am a victim of car vandalism 2 months ago. Recently, there have been reports at Vic Street of crime acts being committed again. These acts include vandalism of property, high-rise littering, shop-lifting as well as robberies. One such major act being committed more frequently is the vandalism of automobiles which I have been suffer the similar case as suffered perviously. Hence, I believe we need to work together in order to help one another catch the culprit. Thus, we urge the public to look our for each other by being vigilant and keeping a look out for possible perpetrators.

Crime Prevention Case 5: Theft from cash register(Shop-lifting).

Recently, several cases of theft from cash register have been reported at the retail outlets located in Orchard Area. The suspect is believed to be a Middle Eastern male subject in his early thirties.

In most cases, the suspect spoke to victims in a foreign language/broken English to request change of currencies. While the cashier was returning change or exchanging currencies, the suspect would distract the cashier and grab some notes from the cash register. The suspect will return the cash to the cashier upon demand. However, the cashier would discover shortage of money after checking the cash in the cash register after the suspect had left the premises.

Another shop-lifting case at Sim Lim Square that been recorded in the CCTV on the 19th Nov 2009 at the time of 5.30pm.

CRIME PREVENTION (STRATEGIES):

The Police are closely monitoring the situation. You can help to reduce such crimes by adopting the following crime prevention measures:

Install a CCTV camera at the cash register area to deter the culprits. Position your cash registers in such a manner that they are out of reach of any unauthorized persons;
Advise staff to be extra vigilant when the cash register is open. Remind staff to be alert to suspicious persons loitering near to the cash register area; and
Note the description of the culprit if one has already fallen prey. Specifically note the following:

(1) Gender & Age;
(2) Height & Race;
(3) Description and colours of clothing worn;
(4) Distinctive features such as mole, scars, tattoos etc;
(5) Accent, if any; and
(6) Direction and mode of escape.

Case from Mr Poh Hu Li.

I’m posting this post on behalf of Mr Poh Hu Li from Block 4, vic street. To cover the incident that happened just yesterday. A group of 4 chinese teenagers between the age of 16-18 years of age was found loitering at the car park. They were looking suspicious as if they were going to commit crimes( motorcycle theft, vandalism, etc.) Mr Poh decided to take a closer look and to his surprise, he found the group of boys beating up a secondary school boy between the age of 13-14 years of age. This incident happened at about 5.35pm in the evening.

Mr Poh wants me to cover this to make the neighbourhood aware of the risk of dangers in the neighbourhood. Hopefully help create an awareness to the rest of the residents in the neighourhood.

With reference to the previous post on vandalism, Mr Poh has no comments.

Crime Prevention Case 4: Killer Litter.

There were incidents where items such as tiles and glass bottles were thrown down from the upper floors of your block at the neighbourhood. Fortunately, no one was hurt.

Recently, Jurong Neighbourhood and Bukit Batok Neighbourhood also complaint about people litter at their estate.

Mdm Tan Kee Wee who live at Jurong West Street 93, Block 990B, says that “she have to close her windows for several hours every day while the burning continues throughout the day.”

Mr Ong Zhen Zhao who live at Bukit Batok Central, says that “each day when he walk out of his block, he see a truck load of rubbish strewn all over the place and he also can see a lot of rubbish in just ONE block of HDB flats.”

High-rise littering is a socially irresponsible act, which can cause damage to properties, serious injuries or even death. It is a punishable offence in a criminal court of law. Any person found guilty will face a fine, jail or both.

Together we can make the neighbourhood a safer place for everyone. We appeal to you to report any persons committing such acts to the Police. If you have any information to help us solve the case, please do not hesitate to call the Police at 999.

Crime Prevention Case 3: Robbery with Hurt.

Recently, a case of robbery with hurt involving an elderly victim was reported at Bishan Street 11 Block 123. The victim was resting at the void deck at about 2.30 am on 3rd Nov 2009 when two culprits came from behind and robbed him of his wallet. These two culprits not only rob the victim but also hurt the victim by using a sharp knife pointing at his neck.

The descriptions of the culprits given by the victim are as follows:

Believed to be male Malay subjects in their 20s;
Both were last seen wearing white shirts and one of them was wearing black shorts;
Short hair; and
Stout, about 1.7 m in height .

Should you be a victim of crime, remain calm and do not resist. Take note of the description of the culprit, e.g. his/her appearance, clothing, height and other physical details. Also note the direction taken by the culprit and his/her mode of escape. Call the police as soon as it is safe to do so.

CRIME PREVENTION (STRATEGIES):

While Police are investigating into the case, you can avoid being the next victim by adopting the following crime prevention measures:-

Avoid wearing excessive jewellery or carrying large amounts of cash or valuables when going out alone;
Be wary of strangers following you or loitering at the lift landings;
Avoid taking the lift alone or with any suspicious strangers; and
Arrange for someone to escort you if you are returning home late at night; and
When alone, always be alert and attentive to the surroundings. If you suspect that you are being followed, remain calm and proceed to a more crowded area or call the Police to seek help.

Crime Prevention Case 2: Mischief to Vehicle.

Between 1st Nov 2009 and 16th Nov 2009, numerous cases of mischief to vehicle were reported at your neighbourhood car park. Most of the affected vehicles were found with scratches and dents. In a few of the cases, the cars’ windscreens were also smashed. There are more than 8 cases were reported around Hougang Central and Serangoon Avenue 1.
